In December 2024, NGOs that unite survivors of conflict-related sexual violence launched an initiative to include the Russian Federation in an annex to the UN Secretary-General's annual report on conflict-related sexual violence, “List of Parties Reasonably Suspected of Committing or Being Responsible for Rape or Other Forms of Sexual Violence in Situations of Armed Conflict on the Agenda of the Security Council”, in accordance with UN Security Council Resolution 1960. To this end, these organizations prepared and signed a letter of appeal to the Secretary-General.
